Why Players Are Becoming Co-Creators

Let's explore the significance of creators today

There was a time when buying a game meant buying something largely complete. A game where developers had designed the levels, written the rules, decided what players could do and, eventually, shipped the finished product. Over time, players might discover unintended strategies or spend years mastering the tools they had been given, but the fundamental division was fairly clear, studios made games, and everyone else played them.

That social contract, however, has been weakening for years. Modding communities were the first to challenge it, followed by custom servers, map editors and increasingly sophisticated creation tools. Today, some of the largest gaming ecosystems are going considerably further, giving players the ability to build experiences that can attract audiences and generate businesses of their own. Today a player can enter Fortnite or Roblox, spend hours inside an experience that was not made by the company behind the underlying game, and leave without giving much thought to the distinction.

The scale of this is becoming difficult to dismiss as just a sideshow. Epic Games said the number of Fortnite creators nearly tripled from 24,000 in 2023 to 70,000 in 2024, while creators published almost 200,000 islands during that year. By 2026, Epic said third-party Fortnite developers had collectively received more than $900 million in engagement payouts since the introduction of Unreal Editor for Fortnite.

The story here is not simply that players are making more content. It is that the definition of a game itself is changing. For a growing number of titles, developers are no longer responsible for deciding and designing everything players will eventually do. Their job increasingly includes building the tools, rules and infrastructure that allow other people to make those decisions for them.

Modders Who Built Genres

Some of the most consequential ideas in competitive gaming did not originate in the studios that eventually turned them into global businesses and there are a large number of examples to support this view.

Counter-Strike began in 1999 as a modification of Valve's Half-Life, created by Minh Le and Jess Cliffe. Over time its appeal grew to be strong enough that Valve acquired the rights and hired its creators, turning what began as a community project into a franchise that would eventually become one of the core parts of competitive gaming. Defense of the Ancients followed a similar path. Built from Warcraft III's map-editing tools and developed by a succession of community creators, DotA helped establish the conventions of the modern multiplayer online battle arena. League of Legends and Dota 2 would later turn those conventions into enormous businesses, but the original experiment happened simply because players were allowed to alter a game that already existed and turn them into something they wanted to play.

These examples are sometimes treated as charming pieces of gaming history or relics of a period when PC games were unusually open to modification, but their significance looks quite different in hindsight. Counter-Strike and DotA proved that players were capable not merely of extending games, but of identifying and designing entirely new forms of play before anyone else - and certainly before large publishers, had recognized the opportunity.

There is one more example worth discussing. Minecraft made the relationship or distinction between developer and community even harder to separate. Over time, its servers became homes to minigames, economies, adventure maps and communities with rules and identities of their own. Hypixel, founded by Simon Collins-Laflamme and Philippe Touchette, began with Minecraft adventure maps and a separate server created partly just to showcase them, but as time went on, the minigames that once used to entertain visitors eventually became the main attraction. By 2026, Collins-Laflamme said more than 38 million unique players had visited Hypixel over its lifetime. What began as a project built around another company's game had, in practical terms, become a substantial gaming destination in its own right.

Fortnite Is Not a Game, It’s a Development Tool

What may seem striking today, is that large gaming companies increasingly want the gaming world to go this path, and Fortnite is one of the clearest examples.

Epic's introduction of Unreal Editor for Fortnite, better known as UEFN, gave independent creators access to a much more sophisticated set of development tools than those available through the original Fortnite Creative mode. Now, creators can design environments, program game logic and publish experiences directly into an ecosystem with an enormous existing audience.

That last point is especially relevant, because independent game development has traditionally had two difficult problems: making something people want to play and persuading them to notice it. With the development of modding tools, creator ecosystems can reduce the second problem by placing new experiences inside environments where players already spend their time. Because of that, the result looks less like conventional modding and more like a marketplace for games inside a game. This way, Epic continues to develop Fortnite itself, but it does not need to produce every experience that keeps Fortnite players occupied. Thousands of outside creators can experiment simultaneously, pursuing ideas that would be impractical for a single studio to test at the same pace.

What’s even more striking is that Epic has attached money to that experiment in the form of a metaphorical carrot. Its engagement-payout system distributes a portion of Fortnite's revenue to eligible island publishers according to measures including player engagement and acquisition. The result was successful enough that the company has since expanded creators' ability to monetize their work through transactions inside their experiences.

Even if the economics still remain uneven, as they do in most creator markets, a relatively small number of developers can attract large audiences while many others struggle for visibility. The existence of a meaningful market changes the nature of the work, sure, but a successful Fortnite creator may now have to think about player retention, updates, analytics, community management and monetization.

As time goes by, calling all of this "user-generated content" begins to sound strangely inadequate, does it not?

The Era of Roblox

Roblox has been organized around this principle for much longer than any other major game today. 

In this case, the company supplies the underlying technology, distribution system, social network, and virtual economy so that independent developers can focus on creating much of what users actually play. This model has produced businesses and personal success stories that would have been difficult to imagine during the early era of modding. Now, developers can build a game without first building their own distribution network, account system or large existing audience. Players, meanwhile, can move between experiences without repeatedly having to build a new identity or convincing friends to install another piece of software.

If you think about it for a second, there is a strangely similar logic here, which can be found all over the internet. YouTube became enormous without producing most of the videos people watch there. Instagram did not need a newsroom full of people to fill its feeds with photographs. In both cases their value came partly from providing infrastructure through which enormous numbers of people could create for one another.

Games are more complicated, of course, because while a video can be recorded with a phone, a functioning multiplayer game requires rules, systems, balancing and technical work. It is not something you can do on your phone with a few clicks - at least not yet. The creation tools are steadily lowering that barrier, and as they improve, the population capable of making something playable expands beyond professional studios. Who knows what will happen over the next decade, but the overall direction seems pretty obvious. Who will be the one to profit from it all?

Value of Creators

The word "creator" can also obscure how much work now happens around the game itself, especially considering the fact that a successful community experience rarely survives on design alone.

Someone may build a map, while someone else organizes competitions around it. Then a streamer introduces it to an audience, and a Discord community develops strategies, jokes and informal rules. Over time players produce guides and clips that help newcomers understand what they are looking at, and finally tournament organizers give the community a calendar and recurring reasons to return.

If gaming stays on this path, at some point, the difference between content and community becomes difficult to tell apart.

This is especially apparent in competitive games. In this part of the gaming world a studio can build a ranked mode, but it cannot simply manufacture a competitive culture. Players decide which strategies matter, what is the current “meta”, which accomplishments carry prestige and whether improving at the game is worth hundreds of hours of their lives. Simply put, creator tools allow more of that culture to move inside the game itself, where communities can experiment with maps, rules and tournament structures rather than waiting for the original developer to accommodate every preference and suggestion. For smaller games, this can be particularly valuable. Imagine a scenario where a developer does not need to design every possible competitive format, but instead the underlying infrastructure allows communities to build some of them themselves. Magic, right?

This also fits a broader change taking place in esports, where professional leagues remain the most visible form of competitive gaming. Yet, much of the actual participation happens much further down the pyramid of skillset - in amateur tournaments, creator events, community leagues and competitions among groups that will never fill the actual arena. However, if players can build competitive experiences themselves, those smaller scenes become much easier to sustain. Here, creators can design a format around the preferences of a particular community, while organizers can run frequent events without needing the entire production machinery of professional esports.

In this case, reliable infrastructure becomes much more important as the activity expands, because giving someone a map editor is one thing, but allowing them to operate a competition players consider fair is something entirely different.

This is where infrastructure layers such as Elympics can play a role. Rather than determining what a creator should build, competitive infrastructure can provide some of the less visible systems required to make that creation function - particularly when money, rankings or reputation depend on the result. This distinction is especially useful because creator-led gaming is unlikely to flourish simply by giving everyone more buttons to press in an editor. What creators need is distribution, social systems, monetization and dependable technical foundations. 

The most successful ecosystems will probably be those that make these complicated layers feel relatively unremarkable to the person building on top of them.

Thousands of Small Experiments

Traditional game development concentrates risk. 

What it means is that a given studio can spend several years and tens or hundreds of millions of dollars developing a title before discovering whether enough people actually want it. Even smaller studios face the same basic problem, but at a slightly different scale: much of their investment happens before the audience has made their preferences clear.

Creator ecosystems, however, distribute the weight of experimentation among far more people. One developer can try a new competitive mode, another can build a social game, while hundreds of others test ideas that would never survive a conventional publisher's greenlight process. Most will attract modest audiences or disappear altogether without being recognized, but a few may discover or create something unexpectedly compelling.

IFyou look at this from a zoomed out perspective, you will see that this process looks less like traditional game production and more like the wider internet economy, where enormous numbers of creators continuously test ideas against audience behavior with only a few coming out on top.

The question companies such as Epic and Roblox have to answer now is how to ensure the arrangement remains attractive to the people doing the creating. Discovery systems can and do favor established hits, platform economics change over time, and creators who build businesses inside someone else's ecosystem remain dependent on rules they do not control. The creator economy has encountered these problems before in social media, and gaming seems to be the next one to get tested.

The Unfinished Game

All of this raises an unusual question developers need to find an answer to…

What does it mean to finish a game when some of its most important content has not yet been built?

In the case of the old gaming era the answer was relatively straightforward. Make a game, then once it's shipped, it receives patches and perhaps an expansion, all while the studio slowly turns its attention elsewhere. Live-service games stretched that timeline by producing new content for years, but the developer still remained the principal author.

Creator ecosystems change this long-time arrangement more fundamentally. Here, the original game can become a foundation upon which other people build experiences, businesses and communities that its developers could not have planned or even predicted in advance.

This environment requires a totally different understanding of what developers are creating in the first place. The quality of the original content still matters, but so do the tools given to creators (present and future ones), the systems that help players discover their work and the infrastructure that allows communities to form around it.

The result is a model in which longevity does not depend entirely on a studio's ability to keep predicting and designing what its audience will want next, but instead pushes the responsibility of discoverability and trend creation towards the audience itself.

For years, the games industry became very good at building bigger worlds and filling them with more things to do, but the next stage may ask developers to give up a little more control over what those worlds are for.
